Dr. Erum Khalid Sattar talks to Uzair Younus about Pakistan’s colonial past and its impact on the water economy, why mega-dams will not solve the country’s water, and the need to strengthen the institutional software governing the country.

Dr. Sattar teaches in the Sustainable Water Management program at Tufts University. Her doctorate from Harvard Law School was on the law and politics of federalism in the Indus Basin.
